What do you say in a personal reference letter?

A personal reference letter follows the same rules as a formal letter. If you do not know the information of the person you’re addressing specifically, you may use “To whom it may concern” or just not include a formal salutation. Explain your relationship with the person you’re referring and point out their skills.
